SABAH FIRMS ASSURED OF RM600 MILLION DEALS
(RM4.6 billion Sipitang Plant to make Petronas
subsidiary region's No. 2 urea producer)
KOTA KINABALU : Sabah firms can expect at least RM600 million in contracts in the US$1.5 billion (RM4.6 billion) Sabah Ammonia-Urea (Samur) plant project in Sipitang, owned by the Petronas Chemicals Group Bhd.
Chief Minister Datuk Seri Musa Haji Aman said the newly-appointed consortium's associate, Sabah Energy Corporation Sdn. Bhd. (SEC), would distribute the projects to qualified Sabahan companies or contractors.
With the latest MoA worth more than a billion US to build a fertiliser-plant in Sipitang, he said the Government's call for local participation has been answered. He said this signifies Petronas' earnestness in giving Malaysians in Sabah the opportunities to be players in the business of oil and gas.
He noted that Sabah shared a long relationship with the national oil company since Malaysia's first deepwater project with the coming online of the Kikeh oilfield off-shore Sabah. The Sabah Oil and Gas Terminal, Sabah-Sarawak Gas Pipeline Project and Kimanis and Lahad Datu electricity power plants are also some of the huge investments in the State's oil and gas industry.
“I wish to again thank Petronas. The Sabah Government will extend its full support and assistance to facilitate Petronas-related activities in Sabah,” he said, after attending the Basic and Detailed Engineering Procurement, Construction and Commissioning (BEPCC) Alliance memorandum of agreement signing for the Samur project with a consortium led by Mitsubishi Heavy Industries LTD, at Le Meridien, Thursday.
Musa said Sabah companies would be given contract opportunities related to, among others, the building of administration complex, earthworks, civil engineering, building, roads, inland transportation, security, jetty construction and manpower supply.
He said the Samur project would also create at least 400 jobs for locals once it was fully operational. The Samur project, the largest single-train granular urea productions facility in Southeast Asia, with an annual capacity of 1.2 million metric tonnes will cater for both export and local agricultural needs. Musa said the BEPCC Alliance contract signing signified the depth of Petronas' commitment to drive the nation's oil and gas resources to cover as many parts of the country as possible.
The Samur project, the Sabah Oil and Gas Terminal, the Sabah-Sarawak Gas Pipeline Project, the Kimanis and Lahad Datu electricity power plants, the Gumusut Kakap deepwater project and related ongoing developments are some projects expected to add to the value chain of Sabah's oil and gas industry.
He said it was one of many mega projects identified for Sabah which would bring great benefits to the state. Musa said Petronas' upstream and downstream oil and gas projects in Sabah, expected to come online by 2015, was worth an estimated RM45 billion. This will facilitate a marked increase in employment opportunities for Malaysians in Sabah and for local contractors, with subsequent growth in their standard of living, he added.
The State Development Agenda or Halatuju covers various aspects of development including economic, social as well as the political dimensions, through a special focus on agriculture, tourism, and manufacturing.
The government is confident that the oil and gas sector is going to offer new sources of growth and create further spin offs for the local economy, apart from creating quality jobs for the locals.

The questions and answers session was opened to all staff members providing an opportunity for them to understand the activities of the company and its "halatuju".

18 August 2011 – Town Hall Briefing Session on the IGU Malaysian Presidency and 25 World Gas Conference (WGC2012)
The roadshow was held in Kota Kinabalu on the 18 August 2011 at the 13 Floor, Auditorium of Wisma Bandaraya, Jalan Masjid Lama, Kota Kinabalu.
The 25 World Gas Conference (WGC2012) will be held in Kuala Lumpur from June 4 to 8 2012.
During its roadshow here, Sabah Energy Corporation Sdn Bhd (SEC) Chief Executive Officer's Dato' Harun Hj Ismail said the WGC2012 would provide a platform to gain vital information on the technological, economical and environmental developments that affect the gas industry.
He added that it was indeed a privilege that Malaysia will host the World Gas Conference for the first time in 2012.
“We will render our assistance to make the 25 WGC2012 in Kuala Lumpur a success,” he pledged.
The conference will feature keynote speakers from industry leaders, including the Chairman of the American Gas Association, Nick Stavropoulos, Chairman and Managing Director of GAIL (India) Limited, B C Tripathi, Chairman and Chief Executive Officer of Exxon Mobil Corporation, Rex W Tillerson, Chairman of the Japan Gas Association, Mitsunori Torihara, Chief Executive Officer of Royal Dutch Shell, Peter Voser and many more.
The aim of the conference is to enhance the role of gas for sustainable developments and balancing the needs of all stakeholders, improve availability of gas and access to markets, maximise efficiency throughout the expanding gas value chain as well as to ensure adequate human capacity to enable growth and integrity of the industry.
The topics that will be explored during the conference include recent advances in the industry, regulatory issues, renewable and natural gases, markets for natural gas, infrastructure and transmission systems related to gas and so on.

16 May 2011 - SABAH ENERGY DECLARES RM8.0 MILLION GROSS DIVIDEND TO THE STATE GOVERNMENT
Sabah Energy Corporation Sdn Bhd ( SEC ) has declared a gross dividend of RM8.0 million to the State Government for the financial year ending 31stDecember 2010.
SEC is pleased to be able to continue declaring annual dividends to the State Government. Since 1992, the total cumulative gross dividends amount to RM72.34 million.
The dividend was presented to Datuk Pengiran Hassanel, Permanent Secretary in the Ministry of Finance by Dato'Harun Ismail, the CEO of SEC. This was witnessed by the Chief Minister cum Finance Minister, Datuk Seri Musa Aman, the Chairman of SEC, YB Au Kam Wah accompanied by the Company’s Board of Directors.
During the presentation, Dato’ Harun Ismail, the CEO of SEC said that SEC and its Group of Companies’ expects to achieve an unaudited profit before tax of RM 62 million for the 2010 financial year.At the Company level, a Profit before Tax of about RM14.8 million is expected. Asian Supply Base Sdn Bhd, a wholly owned subsidiary which provides services to the oil and gas industry is expected to achieve a profit before tax of RM 44.5 million.
Dato’ Harun also mentioned that apart from other identified investments in 2011 – 2013, SEC will be embarking on a “Virtual Pipeline” project to deliver Compressed Natural Gas to industries in the greater Kota Kinabalu area within the year. A portion of the cumulative profits that SEC has made over the years will be retained to fund these growth opportunities.
31 March 2011 - Awareness Talk on Clean & Safe Supply of Compressed Natural Gas Via Virtual Pipeline System at 1Borneo Ballroom, Jalan Sulaman, Kota Kinabalu
SEC will be embarking on a project to supply gas via a Virtual Pipeline System ( VPS ). The conventional method of delivering gas via pipelines has its limitations from a cost perspective. For users located outside the KKIP area, the significant piping costs and small volume of gas consumption make it uneconomical to supply.
The VPS involves state-of-art technology where natural gas is compressed at a Mother Station in the KKIP area and then transferred into special containers. The containers are then trucked to the user's premises where a Daughter Station will decompress the gas. The decompressed gas is then fed into the user's internal piping. With this system, delivery of gas would be made directly and literally to the users' doorsteps without significant capita investments in laying underground pipelines.
The technology provider of the VPS is from Argentina. It has been used in Argentina for over 20 years and similar systems are operational in south America and closer to home, in the Philipines and Singapore. On the ground, SEC has a complete team of trained and competent engineers to facilitate and assist users with the necessary information on the possibility of using natural gas in their processes. The whole supply chain will be regulated by the Federal Energy Commission and DOSH to ensure compliance with all aspects of gas supply.
Natural Gas is the choice of fuel now and in the future . Apart from being very competitively priced in comparison to diesel, Medium Fuel Oil and LPG, NG is also a clean and safe source of energy.
Prompted by the limitation, SEC has identified a feasible alternative to supply NG to users whose business premises are located further away from its city gate station. With this alternative, NG can reach places such as Telipok, Menggatal, Inanam and downtown Kota Kinabalu. Users within a 70km radius of SEC's station in KKIP can benefit from the availability of NG with this system.
A Talk was held on 31 March 2011 at a leading hotel in Kota Kinabalu. An eminent expert from Argentina presented a Paper and representatives from the Federal Energy Commission and DOSH sat as panellists for the questions and answer session.
